Even if you fill something at a fountain, it is never ‘full’. And if you pour something from one container to another and the second container is only half full, you cannot pour another of the first type, the second is ‘already full.’ Though when you look inside it, it’s less than half-filled.
Also fix fountains so they can be empty.
