Minor: Jeffs brilliant idea for IC notes

Jeff is brilliant. We’re going to have IC notes remain IC. What this means is, the note system we have now, is strictly for OOC note use. IC notes will be actual objects. And you will have to know how to write, in order to make them. Important notes can be intercepted by enemies, citywide announcements will actually have to be posted in cities, none of this “Note to thelasia” notes that everyone apparently sees. I love it!
